Contact EOR Albania about a role you need to fill
Questions about employing in Albania rarely have a stock answer. Will a developer on ALL 250,000 a month pay 23% tax? Only on the part above ALL 200,000. Does a hire with two employers need to file a DIVA return? Yes, that case requires one. Can a candidate from outside the EU start on a provisional unique permit? Tell us your situation and we reply with 2026 figures.
Replies come from a payroll manager
- A costed answer in lek and euros at 2026 rates
- Notes on permits, probation and notice if relevant

How does hiring through EOR Albania work?
The employment contract your hire signs is Albanian and is with us; we file the DPT start declaration and run payroll. Choosing the candidate and leading the work stay with you, so recruiting is yours.
Small teams, long term
A company of your own brings an accountant, a monthly listëpagesa, a corporate return by 31 March and statements to QKB by 31 July. Employing through us keeps those duties off your desk while the team stays small.
Fee plus statutory costs
Two parts make up the bill: a service charge, from €599 per employee per month, and statutory costs at cost. On top of gross pay, the 2026 employer share is 16.7%, falling once salary passes the ALL 186,416 social insurance ceiling. For a developer on ALL 200,000 a month, employer cost before our fee is ALL 231,362.40 a month, about €2,515 at ALL 91.98 per euro.
Albanian mechanics
We handle the parts that catch out foreign employers: the new-hire declaration 24 hours before the start; the listëpagesa and single payment by the 20th; the jump in income tax when yearly pay passes ALL 600,000 and the deduction drops; leave that lapses after the next year’s first quarter; and the 72-hour written invitation before any dismissal meeting.
Topics we cover
Pay benchmarks against INSTAT’s 2026 averages, probation and notice lengths, overtime at +25% or +50%, telework terms, IP clauses for software roles, non-compete limits (written, at most 1 year, paid at 75% or more) and which permit a foreign hire needs.
One manager, every month
Your account stays with one payroll manager, so the person who knows your employees’ salaries, leave balances and contract dates is the one who replies.
Built around the person
Each contract reflects the person in it: a fixed term only where the work is temporary, parental leave once a parent has a year of service, two paid feeding hours a day for a mother who returns before her child turns 1, the ALL 48,000 child deduction, or a unique permit for a non-EU national.
Four steps from enquiry to payday
- You send the role, salary and start date; we send costs on 2026 rates
- We draft the contract for you and your hire to review
- The DPT gets the start declaration and lek payroll is set up
- You approve each pay run in the portal
Albanian HR without hiring an HR team
Who answers your Albanian HR questions?
General HR advice tends to stop short of the detail. Does a bonus paid with December salary push that month’s tax into the 23% band? Do sick days still earn annual leave? (Yes, under Article 92.) Those are Albanian questions, and we answer them citing the article.
Your managers deal with one payroll manager for pay and contracts, and with People Operations for employee questions, by email and through the portal.
- Answers cite the Labour Code article
- Pay queries go to whoever ran that payroll
Have someone in mind?
Your candidate can be employed in Albania on our contract while you set up nothing locally.
Give us the job title, a gross monthly pay figure and a hoped-for start. In return: the 2026 employer cost, the employee’s net pay, our fee and permit steps for a foreign national.
